YES you should change the sleeve position at least my video. But if its possible, you can cover the whole wire as picture 1 our transformer (left side).

Your some samples isolation paper was 0.25mm x 2 spin between primary and secondary. It must be 0.25mm x 3 spin
Of course we need samples to test them after your price. It is what it should be.
Our current supplier is ok and their transformer good also. But It is about the risk. We need to share the order.
Have you seen before or can you find that kind of bobbin for E65 transformer?
Maybe we can change the bobbin with screw type.
